昨年、２陸技取得後、１陸技の勉強をしていましたが、行き詰まっていました。過去問とまったく同じ問題はあまり出ず、問題自体も難易度を増しているため、本当に理論を理解せずに過去問対策のみで進めるのは無理だと思いました。というわけで、１陸技は後回しにして、もう少し簡単そうな「第一級海上無線通信士」を受けることにしました。まずはおぼろげながら覚えている法規の勉強を始めました。さすがに船舶関連、それも遭難通信にかかわることが多く出題されています。ところで、出題は電波法や電波法施行規則といった法律が参照されていますが、「無線通信規則」というものからも出題されています。これは日本の法律ではなく、ITU（国際電気通信連合）の Radio Regulations のことを指します。この日本語訳はどこを探しても無く、とても不便です。試験問題から参照されている ARTICLE を一部翻訳されている方々もおられますが全部が網羅されてはいません。私も全文訳はできませんが勉強がてら遭遇した問題で参照されている原文をGoogle 翻訳ですが、あげておくことにします。

18.4 § 2 The holder of a licence is required to preserve the secrecy of telecommunications, as provided in the relevant provisions of the Constitution and the Convention.
Moreover, the licence shall mention, specifically or by reference, that if the station includes a receiver, the interception of radiocommunication correspondence, other than that which the station is authorized to receive, is forbidden, and that in cases where such correspondence is involuntarily received, it shall not be reproduced, nor communicated to third parties, nor used for any purpose, and even its existence shall not be disclosed.
18.4 § 2 ライセンスの所有者は、憲法および条約の関連条項に規定されているように、電気通信の秘密を保持する必要があります。
さらに、ライセンスは、ステーションが受信機を含む場合、ステーションが受信することを許可されているもの以外の無線通信通信の傍受が禁止されていること、およびそのような通信が意図せずに受信された場合に、明確にまたは参照によって言及するものとする。 無断転載、第三者への譲渡、いかなる目的にも使用せず、その存在すら明らかにしないものとします。
18.1 § 1 1) No transmitting station may be established or operated by a private person or by any enterprise without a licence issued in an appropriate form and in conformity with the provisions of these Regulations by or on behalf of the government of the country to which the station in question is subject (however, see Nos. 18.2, 18.8 and 18.11).
18.1 § 1 1) いかなる送信所も、送信先の国の政府またはその政府に代わって、適切な形式で本規則の規定に従って発行されたライセンスなしに、個人または企業によって設立または運用されてはならない。 当該局が対象となる（ただし、No.18.2、No.18.8、No.18.11参照）。
18.5 § 3 To facilitate the verification of licences issued to mobile stations and mobile earth stations, a translation of the text in one of the working languages of the Union shall be added, when necessary, to the text written in the national language.
18.5 § 3 移動局および移動地球局に発行された免許証の検証を容易にするために、必要に応じて、EU の使用言語の 1 つであるテキストの翻訳を、自国語で書かれたテキストに追加するものとする。
したがって、適合しないのは 3。「自国語及び国際電気通信連合の業務の一」ではない。
