国際電気通信連合憲章 第３７条 電気通信の秘密
１ 構成国は、国際通信の秘密を確保するため、使用される電気通信のシステムに適合するすべての可能な措置をとることを約束する。
２ もっとも、構成国は、国内法令の適用又は自国が締約国である国際条約の実施を確保するため、国際通信に関し、権限のある当局に通報する権利を留保する。

17.1 In the application of the appropriate provisions of the Constitution and the
Convention, administrations bind themselves to take the necessary measures to prohibit and prevent:
17.2 a) the unauthorized interception （許可なく傍受）of radiocommunications not intended for the general use of the public;
17.3 b) the divulgence of the contents, simple disclosure of the existence, publication or
any use（公表若しくは利用） whatever, without authorization of information of any nature （すべての種類の情報）whatever obtained by the interception of the radiocommunications mentioned in No. 17.2.

１海通の法規過去問を解いていてだんだんわかってきましたが、１陸特や２陸技の法規と違って、まったく同じ問がほとんどありません。同じ条文からの出題は繰り返されていて類似ではありますが、違う箇所の穴埋めだったりするので、そこそこ記憶が頭に入っている状態で受験しないと厳しい感じです。海通は１～３級まで法規は同じ問題なので陸技のように１級だけ難しいというわけでもないようです。過去問暗記でやってきた身にはちょっときびしい～。
